How Buying a New Launch Property in Penang Works
From First Viewing to Signing the SPA
Buying a new launch property in Penang follows a clear, standard process under Malaysian law — but if it's your first time, the steps and the paperwork can feel confusing. This page walks you through the whole journey in plain language, from the first WhatsApp message to collecting your keys.
Every project is slightly different in timeline and payment terms, but the five steps below apply to almost every new developer launch on the island and the mainland. At any point, you can WhatsApp us and we'll explain exactly where you are in the process.
The Process
5 Steps, Explained Simply
Step 1
Share What You're Looking For
- Tell us your budget range, preferred area (island or mainland), and what you need — own stay, investment, number of bedrooms, freehold or leasehold.
- We'll shortlist the new launch projects that actually match, instead of you spending weekends visiting every show unit in Penang.
- Start anytime on WhatsApp — no forms, no pressure, no walk-in needed.
Step 2
Viewing — By Appointment
- We arrange a viewing at the show unit or sales gallery at a time that suits you — weekends and evenings included.
- During the viewing, we'll walk you through the actual unit layout, facing (sea view, hill view, road side), floor level and the facilities plan.
- You'll also see the surrounding area: schools, shops, access roads and what's coming up nearby, so you know what you're buying into.
Step 3
Choose Your Unit & Book It
- Once you've decided on a unit, you sign the booking form with the developer and pay a booking fee — typically RM10,000 or so, depending on the project.
- The booking fee reserves your exact unit, floor and facing, and is deducted from your downpayment later.
- We'll explain the developer's payment schedule and any current rebates or incentives before you commit.
Step 4
Bank Loan Application
- You apply for a housing loan from a bank (or banks). We can connect you with our panel bankers who understand each project well.
- The bank assesses your income, existing commitments and credit record, then issues a Letter of Offer stating the loan amount, rate and tenure.
- Buying under a company, joint names with a spouse, or as a foreign buyer? We'll flag the differences early so there are no surprises.
Step 5
Sales & Purchase Agreement (SPA)
- You appoint a lawyer to prepare the Sales & Purchase Agreement — we can recommend lawyers familiar with the developer's projects.
- You'll normally pay the balance of the 10% downpayment (less the booking fee) within 14 days of signing the SPA.
- Most new launches use the standard Schedule H contract under Malaysian housing law, which protects buyers with fixed completion timelines.
